          Mr. D. Jeffcoat               Vice Chairman

WODC Cllr. S. Cosier. Mr. Andrew Couper (Aston Road)

  1. APOLOGIES – OCC Cllr. Levy, WODC Cllr. C. Maynard
  2. DECLARATIONS OF INTEREST – None.
  3. PUBLIC ITEMS –. Mr. Parnham closed the meeting at 7.45pm. Mr. Couper introduced himself as a resident of Aston, also speaking on behalf of other residents, and wished to draw the council’s attention to the condition of Aston Road. There has been a large increase in HGV traffic on the road, leading to damage to pavements and verges as well as contributing to the deterioration of an already poor road surface. Mr. Couper also stressed the potential danger these vehicles caused to pedestrians, given the very limited provision of footpaths on the road, and he concluded by saying that there must be a solution to this problem.

There was some general discussion about possible destinations of these vehicles and alternative routes but without representation of OCC at the meeting this was inconclusive. Cllr. Cosier suggested that, although this was outside his remit as a WODC councillor, that a weight limit should be investigated.

Mr. Parnham thanked Mr. Couper for his comments and said it was unfortunate that Cllr. Levy was unable to attend as this was an OCC problem to solve. Mr. Parnham continued by saying he had been in dialogue with Cllr. Levy and had agreed that a face-to-face meeting would be beneficial, but to include representatives from Aston and Bampton which were likely destinations for these vehicles; this suggestion would be followed up with Cllr. Levy.

Mr. Parnham re-opened the meeting at 7.55pm.

  1. COUNTY and DISTRICT COUNCILLORS’ REPORTS. Full County and District councillor reports are available on the council website – www.standlakepc.org.uk . There were no relevant questions from councillors.
  2. PLANNING – 25/00181/HHD: Erection of a shed: 5 New Lincoln Meadow Standlake Witney: Mr Andrew Hanneman. No objection.

Mr. Jeffcoat noted that the fence at 138 Abingdon had not been moved despite the WODC planning committee’s recent decision. Cllr. Cosier said he would look into this but it was pointed out that the applicant had three years to comply with the ruling.

  1. MINUTES – Minutes of the Meeting held on Tuesday, 10th December 2024, copies of which had been previously circulated to all members, were agreed as a true record, and were signed by the chairman.
  2. MATTERS ARISING

Sewage/Flooding – Mr. Parnham reported that, despite his chasing, he had still not received any updates from Thames Water or OCC: he will continue to chase.

Roads/Speedwatch/20mph – Mrs. Knipe reported that during January 14 roadside sessions were held.  70 offenders were reported.  In the 30mph zone 1% were recorded as speeding with a maximum of 49mph.  Within the 20mph zones 18% were recorded as exceeding the speed limit with an average of 30mph.

Over the past year, 1315 offenders have been reported to TVP.  On average we hold 4 sessions per week at the various approved locations in Standlake and Brighthampton. A sincere thank you to all volunteers who give up their time including a number who also have work commitments.  If you would like to become a volunteer, please send an email to speedwatch@standlakepc.org.uk.

New Speedwatch signage has been put up at the entry points to the village and we are investigating costs to have metal signage put on the village gates.

Briefly on other matters, the condition of Aston Road and use by HGV’s is a major concern and we are working with our OCC Councillor Dan Levy and the OCC Highways Engagement Team.  Further information will follow.  Traffic calming and additional SID devices are also under review, but funding is a major issue.  Hopefully as we go into the new Financial Year, we may be able to move forward on some of the issues.

Playgrounds/Recreation Ground – Mr. Parnham reported that there was a rotten bar on the monkey climbing square in the Rack End Playground; the clerk will report this to Absolute Solutions. Mr. Clements reported that there were no issues at Windrush Way. Mr. Parnham said a date will be decided for the usual spring ‘walk around’ to ascertain what work was required in the playgrounds.

Environment/Nature Recovery Network – Mrs. Macdonald reported the following:  Litter Pick – the Spring litter pick is planned for Saturday 8th March (10 – 12) as usual, with kind support and refreshments provided by the WI. at the village hall. • New Burial Ground – It has been requested that there should be a PC rep, for the consultation plans (instigated by the PCC) for the landscaping of the hedgerow between the two burial grounds, and the plans to make accessible pathways for access to the graves, and a pathway linking the car park to Horns Way for pedestrian access to school. I am happy to take on that role. • Hedge Laying – Following the excellent work of hedge laying the boundary between the new burial ground and the Glebe Land field, Stuart Bridger and his team, are planning to lay the remaining section of hedgerow between the car park and the new burial ground. Weather permitting this will be on Tuesday 18th February. We will assist by removing debris and providing refreshments. • LWVP– Nature Recovery met with the new LWVP coordinator Martyn Lane, in November, to discuss the continuing plans for the pollinator patch and the maintenance of the wildflower bank at the village hall. Photo evidence of the planting and subsequent repairing of the flower beds after the emergency building work on the porch, will be sent to LWVP in due course. He also gave useful advice about the ongoing management of the wildflower bank, which we will try to implement in the spring. • Planters – these are growing well, and bulbs will be added shortly to give added colour.

  1. CORRESPONDENCE. – Thanks for grant to First and Last Mile bus company. The clerk said that repeated efforts to obtain bank details from Age UK Oxfordshire, to make the donation of £75 agreed at the December meeting, have been unsuccessful. Chairman   …………………………………………………………..  Date …………………………………………………

Minutes of the Meeting of Standlake Parish Council, held in the Youth Club, Church End, on 11th March 2025 at 7.30pm

Present:

Mr. D. Jeffcoat               Acting Chairman (vice Mr. Parnham)

          Mrs. J. Macdonald

          Mr. J. Rippin

          Mr. B. Smith

          Mr. D. Bevan                   Clerk

OCC Cllr. Levy, WODC Cllr. S. Cosier, Mrs. Cosier (prospective candidate WODC by-election May 2025) OCC Cllr. A. Smith (replacement OCC councillor for Cllr. Levy in forthcoming division changes), Mr. A. Couper, Mr. R. Maxwell and 4 members of the public.

  1. APOLOGIES – Mr. Parnham, Mrs. Knipe, Mr. Clements
  2. DECLARATIONS OF INTEREST – None.
  3. PUBLIC ITEMS – Mr. Jeffcoat closed the meeting at 7.35pm. Mr. Jeffcoat said he was aware that Mr. Couper, Mr. Maxwell and other members of the public were Aston Road residents concerned with the condition of the road, heavy vehicles, speeding and safety. Mr. Jeffcoat said the parish council was aware of their concerns and would support them, but the resolution of the problems lay primarily with OCC and their questions should be addressed to Cllr. Levy. Mr. Maxwell and Mr. Couper reiterated their concerns to Cllr. Levy who assured them that he would arrange meetings between the residents and parish councils concerned. However, he warned that a weight limit would be difficult to implement as it was clear that most of the HGV vehicles were accessing the immediate area and not using the road as a through route.

Mr. Couper questioned why other villages such as Bampton, Brize Norton, Aston and others had visible traffic calming measures and Standlake did not. The clerk answered this by saying it was a matter of cost and explained that the villages mentioned had undergone the construction of large developments which generated Section 106 funds for traffic calming; Standlake has had no large development and therefore no access to this kind of funding.

Cllr. Cosier recommended that, based on his experience, residents should gather evidence such as traffic surveys, evidence of speeding etc.; he would email residents with a list of suggestions. He also said that the parish council could invite the Police and Crime Commissioner to a meeting to explain his attitude to traffic and speed enforcement. Cllr. Cosier said he would work with Cllr. Levy on this matter.

Mr. Jeffcoat re-opened the meeting at 7.50pm.

  1. COUNTY and DISTRICT COUNCILLORS’ REPORTS – Full County and District councillor reports are available on the council website – www.standlakepc.org.uk .
  2. PLANNING – 25/00313/HHD: Erection of single storey rear extension and detached outbuilding.: 10 New Lincoln Meadow Standlake Witney: Dr and Mrs J Gordon. No objection.

Mr. Jeffcoat noted that the fence adjacent to 138 Abingdon Road had not been moved despite the WODC planning committee’s recent instruction to do so. Cllr. Cosier said he would look into this, but it was pointed out that the applicant had three years to comply with the ruling. Mr. Jeffcoat also noted that the residents of 138 appeared to be clearing land further down Shifford Lane. He was concerned about this, and the possibility of more mature trees being felled. Cllr. Cosier said he would investigate this to see if a tree preservation order was in place and, if necessary, try to obtain an emergency order; he will also inform planning enforcement about a possibility of an infringement. Mr Jeffcoat said that he had taken photographs of the land in question and agreed to send copies to Cllr. Cosier.

  1. MINUTES – Minutes of the Meeting held on Tuesday, 11th February 2025, copies of which had been previously circulated to all members, were agreed as a true record, and were signed by the vice chairman.
  2. MATTERS ARISING

Sewage/Flooding – Nothing further to report at this meeting.

Roads/Speedwatch/Aston Road – Nothing further to report at this meeting. For Aston Road see Public Items.

Playgrounds/Recreation Ground – Mr. Jeffcoat said that the inspections of the recreation ground and playgrounds by himself, Mr. Parnham and Mr. Clements would take place in the coming week.

Environment/Nature Recovery Network – Mrs. Macdonald reported the following: Litter Pick -We had a good turnout of enthusiastic volunteers (+20) who picked up more than 40 sacks of litter from around the village, plus 10 or so tyres and wheels from the ditch on the straight mile. The WI kindly provided delicious refreshments. A successful event, which will be repeated later in the year. Hedge Laying – We would like to thank Stuart Bridger and the team of volunteers from the Wychwood Project for their expertise in laying the remaining boundary hedge at the Church. They worked for two days this month, and their work is of a very high standard. We assisted them in their work, and on each of the days we collected 7 builders’ bags of brambles which we took to Dix Pit. We also cleared away the mattress and doors that had been dumped in the car park some months ago. Overall, the appearance of the car park has been much improved. New Burial ground – Proposals are being prepared to visually connect the new burial ground to the existing burial ground with landscaping and improving the connecting footpath to the school from the car park and improving access for pall bearers and wheel chairs. Planters -The planters are colourful now with daffodils and will have more colour added after the daffodils. LWVP Photos of the Pollinator Patch will be sent to LWVP shortly, however more remedial work will be needed to restore the general appearance of the beds, after the building work disruption last year. Dog Litter Bins- The bin at the junction of Martins Lane and The Downs was overflowing.  Mrs Macdonald phoned WODC on Friday 7th March to report the matter. On Monday 10th March following a 2nd phone call, reporting the matter as extremely urgent, the bin was emptied the same day. Asked by Cllr. Levy if any contact had been made by the Lower Windrush Valley Project and Mrs. Macdonald said there had not been. Cllr. Levy said he would follow this up.

  1. CORRESPONDENCE. – The request from Mr. R. Rollinson to place a bench on the raised bank on the west side of the recreation ground in memory of his recently deceased son was discussed. It was agreed that this should be granted. Mrs Macdonald raised concerns as to the position of the bench, the hard standing required for the bench, and the maintenance of the surrounding area to the bench.  A site visit would be required. Mr. Rollinson will be advised of this decision.
  2. ACCOUNTS – The clerk reported that, with the end of the financial year approaching, the accounts were in a very satisfactory state. The clerk said that the problems with Santander bank temporarily blocking the account were ongoing and he was actively working with them to resolve this.

HMRC – clerk PAYE                                         £420.00

  1. YOUTH CLUB – Mr. Rippin said that because of falling membership, reluctance of persons to come forward as committee members and lack of income, the future of the club was in doubt. A number of scenarios were discussed but no firm conclusion was reached. Mr. Rippin said he would give updates as the situation evolves.
  2. REQUEST FOR PART USE OF THE RECREATION GROUND (2) – Two requests have been received from persons hiring the Village Hall for functions for permission to use part of the ground for activities such as bouncy castles etc. This was agreed subject the usual conditions regarding insurance and clearing up after the event.

          Mrs. Knipe

          Mrs. J. Macdonald

          Mr J. Clements

          Mr. D. Bevan                   Clerk

OCC Cllr. Levy, WODC Cllr. S. Cosier, Mr. C Maynard MP, Mr. A. Couper and 4 members of the public.

  1. APOLOGIES – None
  2. DECLARATIONS OF INTEREST – None.
  3. PUBLIC ITEMS – Mr. Parnham closed the meeting at 7.45pm. Mr. Maynard MP said that as he was no longer a WODC councillor he wished to thank the parish council for its work. Mr. Parnham in turn thanked him for coming and also his work in the past. Mr. Maynard then left the meeting.

Mr. Couper said that Aston Road residents were now in the process of gathering evidence, as suggested by Cllr. Cosier, of speeding and heavy traffic numbers on the road. The speed gun would be used to gather evidence, but no report would be made to the police as this was an informal survey outside the remit of Speedwatch. Cllr. Cosier pressed the matter of inviting the Police and Crime Commissioner (PCC) to a meeting so that residents could put questions regarding speeding and road policing in general. The clerk questioned the value of the invitation if it was to be at a parish council meeting and suggested it should be at another, broader, venue. Mr. Jeffcoat said that the context was important because any answers from the PCC may well result in residents’expectations of action that a parish council was not empowered to take. There was some discussion of where this should take place and Cllr. Cosier will first obtain a date from the PCC and then arrange the venue.

Mr. Parnham re-opened the meeting at 8.05pm.

  1. COUNTY and DISTRICT COUNCILLORS’ REPORTS – Full County and District councillor reports are available on the council website – www.standlakepc.org.uk . Cllr. Levy said this was his last meeting at Standlake due to the OCC reorganisation of the electoral divisions. He said he had enjoyed working with Standlake PC and Mr. Parnham thanked him for the help and support he had given. Cllr. Cosier drew particular attention to his report regarding the Community Infrastructure Levy (CIL) and information on Section 106 matters. He stressed that CIL was not replacing S106 but would be a general levy on developers whereas S106 was a specific provision.
  2. PLANNING –

25/00054/FUL: Installation of ground mounted solar pv and air source heat pumps.: Museum Resource Centre Cotswold Dene Standlake: Mr James Allen. No objection.

25/00833/HHD: Demolish detached double garage and form two storey side extension: 82 Abingdon Road Standlake Witney: Mr and Mrs Andrew and Sarah Cleevely. No objection.

  1. MINUTES – Minutes of the Meeting held on Tuesday, 11th March 2025, copies of which had been previously circulated to all members, were agreed as a true record, and were signed by the vice chairman.
  2. MATTERS ARISING

Sewage/Flooding – Nothing further to report at this meeting.

Roads/Speedwatch/Aston Road – Mrs. Knipe reported the following: During March, 12 roadside sessions were held at various approved locations.  96 offenders have been reported to TVP.  Within the 20mph zone the average speed was 31mph and within the 30mph zone 40mph.  As we are into a new financial year discussions will continue with OCC about traffic calming measures, SIDs etc.  Thanks also to Councillors Dan Levy and Steve Cosier for picking up the issue of Aston Road condition/HGV traffic etc. Residents are now collecting data regarding traffic volumes etc and updates will follow.

On other matters, we have engaged with the PCSO team about parking during school drop off/collections and we are in dialogue with OCC to improve/extend the road markings.

Playgrounds/Recreation Ground – Only minor matters were noted in either playground and a ‘walk-round’ inspection still has to be arranged.

Environment/Nature Recovery Network – Mrs. Macdonald reported the following: Litter Pick I had to chase WODC to remove litter from Village Hall. They removed the tyres etc promptly but left the 40 sacks of litter. When I mentioned the possibility of an imminent function at the hall, they came the same day! Nature recovery will purchase more “high viz” jackets for use at the next litter pick event. Village Hall wild flowers. The dry weather enabled Paula Gaffney and myself to mow the entirety of the bank, to discourage the grass growth, and to enable the wild flowers to grow. We will repeat this again in the next few days. Pollinator patch at Village Hall – the beds are now growing well, and photos sent to LWVP as evidence of spend of grant money from TOE • LWVP In collaboration we have now sited 15 refugias in the churchyard areas, and also the allotment field, to monitor the populations of amphibians and reptiles. Results will be forwarded to LWVP. New Burial Ground This has recently been mown and monitoring of the watering regime for the Jubilee tree has been addressed by the Nature Recovery team. A committee will meet on 15th April to discuss the landscaping plans and accessibility issues related to the area. Fund raising possibilities will also be considered. Planters These are growing well and are appreciated by the villagers. Nature recovery are considering the possibility of purchasing further planters for the village and will put a proposal to the Village Hall Committee shortly. Dog Litter Bins – now being emptied regularly

  1. CORRESPONDENCE. – Email from OCC regarding bus support survey. Mr. Jeffcoat, as parish transport representative, has examined this and none of the routes under consideration affect Standlake. Mr Levy pointed out that the First & Last Mile 418 service to Standlake is in fact covered by the survey.  Mr Jeffcoat agreed to revisit it and submit comments to OCC accordingly
  2. ACCOUNTS – The clerk reported that at end of the financial year, the accounts were in a very satisfactory state and started the new year with a very healthy balance. The clerk suggested that councillors decide how to allocate the community reserve fund between traffic calming and other priorities.; Mr. Parnham will speak to councillors about this outside the formal meeting.

Mrs. Macdonald proposed Mr. Parnham as chairman, seconded by Mr. Rippin; passed unanimously.

Mr. Parnham signed his acceptance of office and re-convened the meeting as chairman: he then called for nominations for Vice Chairman and Responsible Financial Officer.

Mr. Smith proposed Mr. Jeffcoat as vice chairman, seconded by Mrs. Macdonald; passed unanimously.  Mr. Jeffcoat signed his acceptance of office.

Mr. Rippin agreed to act as the council trustee on the Poor’s Allotments Charity; agreed unanimously.

Mr. Jeffcoat agreed to act as the council representative on the Village Hall committee; agreed unanimously.

  1. DECLARATIONS OF INTEREST – None.
  2. PUBLIC ITEMS – Mr. Parnham closed the meeting at 7.40pm.  Mr. Hudson brought to the council’s attention that there were hedges on Abingdon Road that were overgrow and impeding movement on the footpaths. The clerk explained that, beyond bringing this to the attention of the property owner, the council had no power to enforce the trimming of the hedges; that power resided with OCC. Mr. Parnham said that notices would be put out on Facebook and Standlake News while Mr. Jeffcoat volunteered to distribute leaflets to the offending properties.

Mr. Hudson also said he was concerned that many people were not on social media and that any consultations, such as the recent 20mph consultation, were not wide enough. Mr. Parnham said that the discussions in council before that consultation ran over many months and were recorded in the minutes. Mrs. Knipe pointed out that minutes were on both the website, Standlake News and on the council’s notice board adjacent to the Post Office. However, Mr. Parnham said he would look again at the best way to consult in future.

Mr. Parnham re-opened the meeting at 7.45pm.

  1. REPORT ON MEETING WITH THAMES VALLEY POLICE AND CRIME COMMISSIONER (PCC) – The full report can be found under District Councillor’s Report on the village website at www.standlakepc.org.uk . Cllr. Mr. Cosier said that some 50 people were present at the meeting with PCC held in Stanton Harcourt Village Hall on 12th May. Cllr. Cosier thought that the meeting was positive, and a summary of the main points are as follows: currently Speedwatch data is not being used by the police and the PCC will look at ensuring this is collated in a meaningful way; reinstating visits to parish councils by police on a regular basis; ensuring contact by letter with parish councils, keeping them abreast of current information; formation of a dedicated Thames Valley Police Road Safety and Speeding team, though it is not clear at this stage what its remit will be.

Mr. Couper also thought the meeting was positive and that the PCC had listened to concerns. Mr. Couper then reported on the recent Aston Road residents traffic monitoring activities. One of the main outcomes was that speed checks carried out at random locations on Aston Road, not at Speedwatch approved sites, by operatives not wearing high visibility jackets, showed a very different result to ’official’ Speedwatch checks in that some 60% to 70% of vehicles were speeding with Mr. Maxwell noting the highest speed recorded being 63mph in the 20mph zone. Mr. Couper recommended that this procedure was used on other village roads and that the PCC had agreed to the use of random sites. Mr. Couper said that any forward plan should include physical restrictions on the Aston Road as well as a buffer 40mph zone between the 60mph and 20 mph zones.

Mr. Parnham thanked Mr. Couper for his efforts and reiterated the council’s support in this matter.

  1. COUNTY and DISTRICT COUNCILLORS’ REPORTS – As a newly elected WODC councillor Mrs. Cosier said she had nothing to report except that she was now undergoing training before joining the licencing and waste committees. Cllr. Mr. Cosier said he had little to report except he had written to the Minister of State for Local Government & English Devolution regarding his concerns as to the position and function of parish councils in the forthcoming reorganisation into unitary authorities. He was particularly concerned that the council’s ability to represent local issues as the next layer of local government would now be even further removed from local people. See Cllr. Cosier’s full report on the village website at www.standlakepc.org.uk .
  2. PLANNING –

25/00823/LBC: Internal and external alterations to include replacement of front door and a first floor timber window to side elevation, along with installation of secondary glazing to two windows on front elevation: Lancotta Lancott Lane Brighthampton: Mr Morris. No objection.

25/01048/HHD: Installation of entrance gates and additional metal railings above existing walling: Standlake Manor House 41 High Street Standlake: Alan Legge. No objection.

25/00986/LBC: Installation of entrance gates and additional metal railings above existing walling: Standlake Manor House 41 High Street Standlake: Alan Legge. No objection.

  1. MINUTES – Minutes of the Meeting held on Tuesday, 8th April 2025, copies of which had been previously circulated to all members, were agreed as a true record, and were signed by the vice chairman.
  2. MATTERS ARISING

Sewage/Flooding – Nothing further to report at this meeting.

Roads/Speedwatch/Aston Road – Mrs. Knipe reported the following: During April, 9 roadside sessions were held at various approved locations.  41 offenders have been reported to TVP.  Within the 20mph zone the average speed was 29mph and within the 30mph zone 39mph so a slight reduction.  We are also pleased to welcome 2 new members to the Speedwatch Team who have successfully completed their training.  To find out more or if you are interested in joining please drop an email to speedwatch@standlakepc.org.uk – even if you can only give up one hour a month that would be great.

Thanks to Steve Cosier for picking up the issue of Aston Road [condition/HGV traffic etc]; residents are now collecting data regarding traffic volumes etc and updates will follow.  A meeting with Matthew Barber (Police & Crime Commissioner for Thames Valley) was on Monday 12th to discuss road safety and other issues; see Cllr. Cosier’s report above.  In addition, a meeting has been arranged to include OCC and Ted Fenton [OCC Councillor] on Tuesday afternoon.  Thanks to all those involved, gathering data and giving up time to help move these issues forward. On other matters, we have engaged with the PCSO team about parking during school drop off/collections and we are in dialogue with OCC to improve/extend the road markings.

Playgrounds/Recreation Ground – Inspection will take place on Friday, 16th May at 11am.

Environment/Nature Recovery Network – Mrs. Macdonald reported the following: Pollinator Patch at Village Hall – The bed has been tidied and the plants are doing well. Village Hall Wild Flower Bank – Since mowing the bank we have now identified the emergence of Knapweed, Common Sorrel, Yellow Rattle, Lady’s Bedstraw, Plantain and Ox Eye Daisies. Identification of more species will follow as “No Mow May” allows plants to flourish. Planters – Plants to bring colour to the two village planters will be purchased shortly. Plans to purchase two more planters for the Village Hall from The Guide Post trust are in progress. Funds – The annual funds from the Parish Council have been gratefully received. Plans are in progress to purchase bird box kits with the funds, in order to have a workshop to assemble the boxes with the school leavers. We are also considering the possibility of arranging another village work shop later in the year, for villagers to make bird boxes. LWVP – the refugias are providing sanctuary for field voles at the moment, sightings of amphibians and reptiles will be reported to OxARG when they occur. Dog Litter Bins – now being emptied regularly.

  1. CORRESPONDENCE. – Friends of Standlake School (FOSS) have requested permission to use the Recreation Ground, Rack End, on 12th July for their annual function. Agreed unanimously.

St. Giles Parochial Church Council notified the council that the current grass cutting contactor will be leaving shortly and enquired as to a replacement. The clerk made it clear that the council does not employ the contractor, that is a matter for the PCC, and the parish council merely makes a grant to have the grass cut in the old churchyard as a public footpath is routed through that area. 3. PUBLIC ITEMS – Mr. Parnham closed the meeting at 7.35pm and said that he was in receipt of an email from Mr. A. Couper regarding traffic calming in Aston Road and the wider village and said that in view of some of the proposals raised he was going to defer this until the November meeting as a separate agenda item. It was unfortunate that this email had not been copied to all councillors, but the clerk will ensure that this is done. Mr. Jeffcoat pointed out that he had ben misquoted in the email. At the meeting on 9th September he had in fact said that it should not be implied that the council would provide financial support for the traffic calming survey. Mr.  Couper said he understood and wished to take this opportunity to express his thanks to Cllr. T. Fenton for the grant of £500 towards the projected costs and to the parish council for their help in facilitating this.

  2. MATTERS ARISING

Sewage/Flooding – Mr. Parnham said he had heard nothing further from Thames Water but would continue to press for updates.

Roads/Speedwatch/Aston Road – See Public Items.

Playgrounds/Recreation Ground – Mr. Parnham said that work was now underway on the extensive maintenance and replacement works and updates to the quotes for new goalposts and basketball backplates were being obtained before ordering. In addition, the rail and post fence between the car park and the recreation ground needs repair and will be included in the work. The council has received £5744.90 from WODC S106 funds toward the works.

Environment/Nature Recovery Network – Mrs. Macdonald reported the following:  Bird Box Building workshop – we held a very successful session at the Village Market and made 16 boxes with members of the public. LWVP – Martyn Lane provided material to show the work of LWVP and details where bird
hide keys could be obtained. The bird hides at Standlake Common are now open again to the public, having been repaired. Wildflower Bank – Martyn Lane and LWVP volunteers came and very successfully scythed
the grass and plants on the wildflower bank, at the Village Hall, ready for the winter. Swift /House Martin boxes – we now have information from LWVP that we will share with the Village Hall committee, with a view to finding a suitable site at the Village Hall. New Burial Ground – we have been actively involved as part of the project team, in the commissioning of a Landscape Architect to design suitable access and a sympathetic integration of the new burial ground with the older established burial grounds at St Giles
Church Standlake. Autumn Litter Pick – Saturday 15th November 10 – 12. With the support of the Parish
Council and the WI this will take place, and volunteers should meet at Standlake Village Hall.

New Website –. Mr. Clements reported that he was still evaluating the content and will put this to two website developers for estimates.

Bus Shelter – Mr. Jeffcoat said that despite contractor’s assurances, this had still not been carried out to date. Mr. Jeffcoat has hastened them, and they now say the repairs to the broken panel will be carried out by the end of October.

  1. CORRESPONDENCE. – Standlake School – break-in at carpark. See minute item 9 below.
  2. ACCOUNTS – The clerk reported that the accounts were in a very satisfactory state.

For payment/approved: (* already paid)

J G Le Huray – Xmas tree                     £175.00*

  1. Macdonald – batteries£9.90*

The above payments were approved unanimously.

Budget Draft. The clerk asked councillors to examine the budget draft previously sent to them. He stressed that, as in previous years, the estimated figures therein were the best that can be made this far ahead of the end of the financial year. By the November meeting it was hoped that this could be refined further before setting a final budget and Precept for FY26/27 in December.

  1. CAR PARK – Another break-in has been reported at school drop off/pick up time. Mr. Parnham said he had once again asked the police to have a presence at these times but has had no response to date. It has been suggested that a camera system and a notice warning users to be cautious and not leave valuables in plain sight when parking would be a deterrent. The type of camera was discussed and the most viable would seem to be a motion activated ‘trail’ camera recording onto a memory card. While not giving real time coverage it was thought that this would provide a deterrence effect. Mr. Clements will evaluate the type of camera and cost and report back.
  2. CHRISTMAS TREE FESTIVAL – the council has been approached by St Giles church to join their proposed Christmas Tree Festival; the cost will be £40.00. It was agreed to join this festival, and the cost was approved unanimously.
  3. NEW NOTICE BOARD – The clerk said that the current notice board was coming to the end of its effective life, and he suggested that a budget figure of £1500 should be included for 2026/27..
  4. SCOUTS FIREWORKS. The council has been asked to approve the annual Fireworks at the Recreation Ground, Rack End. This was approved unanimously subject to the usual conditions of leaving the ground in the condition it was before the event.
  5. DATE OF NEXT MEETING – It was agreed that the next meeting will be held in the Village Hall on Tuesday 18th November 2025 at 7.30pm.
  6. There being no further business, the meeting closed at 8.55pm.

  1. APOLOGIES – OCC Cllr. Mr. T. Fenton.
  2. DECLARATIONS OF INTEREST – None.

PUBLIC ITEMS – Mrs. Gaffney said she represented the residents of Chapel Lane in objecting to the application 25/02583/FUL. She made the point that this was the fourth application to build a property on this site, two being withdrawn and one refused. Regardless of changes in this application the previous objections remain, the main being flood risk, on which the third application was refused; this problem still exists. In addition, the new application has increased the overall height of the building which will overbear adjacent properties and finally the fact that those entering and exiting Chapel Lane present a risk to themselves and other highway users by virtue of the inadequate visibility. Mrs. Gaffney answered questions from councillors and Mr. Parnham thanked her for her input which would be considered by councillors when considering the application.

  1. COUNTY and DISTRICT COUNCILLORS’ REPORTS – See Cllr. Cosier’s report on the village website at www.standlakepc.org.uk . See also minute items 11 and 12.
  2. PLANNING – 25/02583/FUL: The construction of a detached 4-bedroom family dwelling with integral double garage and related landscaping and adapted vehicular entrance point.: Land South West of Chapel Lane Standlake: NPES Developments Ltd. Object – flooding, elevated height and access.

25/02702/S73 : Variation of condition 1 of planning permission 22/00793/S73, pursuant to planning permission 17/00629/FUL to allow changes to the main roof of plot 10 (house no.8) to allow roof lights to be amended to become dormers to the front elevation only and changing the single storey flat roof element to a shallow pitched roof.: 8 New Lincoln Meadow Standlake Witney Mr Henry Chopping. No objection.

25/02696/HHD: Erection of single storey rear extension, with alterations to existing rear extension, and associated works: The Granary 8 Aston Road Brighthampton: Mr Stuart Rushworth. No objection.

  1. MINUTES – Minutes of the Meeting held on Tuesday, 21st October 2025, copies of which had been previously circulated to all members, were agreed as a true record, and were signed by the chairman.
  2. MATTERS ARISING

Sewage/Flooding – Mr. Parnham said he had heard nothing further from Thames Water but would continue to press for updates.

Roads/Speedwatch/Aston Road/Traffic Calming – Mr. Parnham asked Mr. Couper to give his report and his suggested actions regarding traffic calming, not only on Aston Road but in the wider village. Mr. Couper said that £40k’s worth of calming measures on Aston Rd. had been identified by OCC Highways. In answer to Mrs. Macdonald’s questioning, he said that these measures include speed reduction zone on Aston Road from the West prior to the 20mph zone, a system of chicanes, speed humps and smart SIDs. For these measures to take place an OCC traffic survey and consultation by was required at a cost to the village of £4224.  It was suggested that if the survey be extended to the rest of the village, then the cost would remain the same. Mr. Couper said that his group would undertake to provide evidence to the survey by carrying out widespread, non-Speedwatch, checks on speeding and traffic at other key points around the village. It was intended the survey should include measures such as crossing points on the Abingdon Road and High Street as well as a speed reduction buffer on The Downs prior to the 30mph zone and 20mph zone in Heyford Close.

Mr. Couper said time was of the essence in having this survey carried out (assuming the survey recommended action) to be able to take advantage of OCC funds that an application be made as soon as possible. While an application has been made to a road safety charity for the sum of £3000 towards the survey cost, this was not guaranteed and, in any case, the result would not be known before April 26. A grant of £500 has been paid to the council by Cllr. Fenton’s discretionary fund for this purpose which left a shortfall of £3727, and it was this sum the group were requesting in support from the parish council; should the £3000 grant be forthcoming this would be repaid to the parish council.

Mr. Jeffcoat and Mr. Clements were concerned that if the wider survey recommended more work around the village, funds to carry it out may not be forthcoming from OCC. Mr. Couper said that this was not the case, OCC had assured him that additional funding would be available if needed and Cllr. Cosier confirmed that this was the case. Mr. Parnham proposed that the council should fund the survey to the amount of £3724. Seconded by Mr. Rippin and passed by five votes in favour, to one against and one abstention.

Playgrounds/Recreation Ground – Mr. Parnham said the recreation ground was left in a good condition following the scouts’ fireworks annual event. He added that the goal posts and the basketball backboards were being delivered shortly. Mr. Clements reported that the scheduled repairs at Windrush Way were still outstanding and the bin needed emptying. This prompted Mr. Jeffcoat to suggest that the council should examine the provision of a WODC dog/waste bin at the playground that would be emptied on a regular basis He also suggested that the same should apply adjacent to the Woodlands bus stop. Mr. Parnham asked Mr. Jeffcoat to investigate the installation and recurring cost of this.

Environment/Nature Recovery Network – Mrs. Macdonald reported the following: Autumn Litter pick – On Saturday 15th November we had a good turnout of volunteers who picked more than 20 sacks of rubbish from around the village. The WI kindly provided refreshments afterwards. Swift Box at the Village Hall – The Village Hall committee had approved the idea to position a Swift Box on the gable end of the Village Hall. The box will be ordered and set up before the nesting season in the Spring. Wildflowers – the village planters and the pollinator patch at the village hall are all doing well. Seeds have been scattered on the wildflower bank in readiness for the Spring. Funds are available and plans in progress to site more planters in the village for the benefit of everyone.

New Website – The clerk proposed that the construction of a new website should be postponed until after the new clerk was in post. This would allow the new clerk to be involved in the new design and content as well as being familiar with the operation of the new site. This was agreed unanimously. Mr. Clements said he had been in contact with our existing host company and they had confirmed that any new site could be uploaded onto their system.

Christmas tree festival – Mrs. Macdonald will now be in charge of decorating the parish council’s tree, aided by Mrs. Knipe, and suggested that the tree be decorated with photographs based on parish council activities around the village. This was approved, as was her suggestion that a group photograph of the council should be taken after the meeting (in Christmas Hats!)

Car park security – Mr. Clements said he had prepared the options for increasing security and would distribute this to councillors.

Bus Shelter – This has now been repaired.

  1. CORRESPONDENCE. – none.
  2. ACCOUNTS – The clerk reported that the accounts were in a very satisfactory state.

For payment/approval: (* already paid)

St Giles – Xmas tree festival                                        £40.00*

Jakes gardens – churchyard mowing                        £372.00*

Absolute solutions – Maintenance/notice board      £768.53*

Standlake School – defib parts                                    £62.00*

Externiture – bus shelter repair                                £228.97*

The above payments were approved unanimously.

Mr. Jeffcoat said that priorities should be set for use of the community fund, such as refreshing the Rack End playground. No decision was made but it was agreed that future estimated expenditure from the current year’s fund should include the traffic calming survey, new notice board and new website. Mr Jeffcoat suggested that a discussion about the playground and other potential improvement initiatives should take place soon after the start of the new financial year, once the opening balance of the community fund is known.

  1. BUDGET – The draft budget, previously circulated to councillors, was discussed in some detail and the amount of the FY 26/27 Precept discussed. Mr. Clements proposed a figure of £40,000, seconded by Mr. Rippin and passed by 6 votes in favour to 1 against. Therefore, the FY26/27 Precept is set at £40,000.
  2. STANDLAKE HUT –

Ms. B. Dimmock-Smith said she wished to give the following update on the status of the Standlake Hut (formally the Youth Hut) Over the past few months, we have focused on strengthening governance, reconnecting with the community, and beginning the process of revitalising the building as a sustainable local asset. The main areas covered are: a new Committee and Trustees; Community Engagement Activity – re-engagement with the local community has been a priority. Recent initiatives include: – Focused Community Survey and a Community Clean-Up Day; New Funding Success –recent success in securing funding from OCVA to deliver sessions aimed at the 50+ age group. Future Collaboration with the Parish Council – we wish to maintain a close and constructive relationship with the Parish Council as progress from early actions into longer-term planning. Finally, Ms. Dimmock-Smith said the committee and trustees remain committed to revitalising the Standlake Hut and ensuring it serves the community for many years to come. Mr. Parnham asked what the duration of the lease on the building was. This was answered by Mr. Rippin who said that it was for 100 years from 1978 and expressed his delight that there were efforts being made to retain the use of the hut. Mr. Parnham thanked Ms. Dimmock-Smith for the update and assured her that the council would support the committee and trustees wherever possible.

  1. LOCAL COUNCIL REORGANISATION – Cllr. Cosier said that the likelihood was that WODC would recommend to the government that the two unitary authority plan be adopted. WODC, Cherwell District Council and Oxford City Council would become Oxford and Shires council, while South Oxfordshire, The Vale and West Berkshire would become Ridgeway Council.
  2. LOCAL PLAN 2043 – Cllr. Cosier urged the council and all residents to respond to the consultation that was recommending provision of 200 dwellings located off the West side of The Downs, subject to improvements by Thames Water to the sewage plant post 2030. There was some discussion but generally the council was against the proposal and the clerk asked that the response on behalf of the council be passed to him for inclusion in the consultation.
  3. S106 REQUEST – BIKE RACKS – Mr. Jeffcoat wished to make a S106 request to support the provision of bike racks at the recreation ground/village hall to encourage cycling to these facilities. This was agreed and the clerk will raise the request.
  4. APPOINTMENT OF NEW CLERK –Mr. Parnham was pleased to announce that Ms. Claire Swan had accepted the post of clerk, replacing Mr. David Bevan, and would be taking up her duties commencing 1st April 2026.
